完善(shan)國(guo)(guo)(guo)有(you)資(zi)(zi)產(chan)管(guan)(guan)(guan)理(li)(li)(li)體(ti)制(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)是(shi)深(shen)(shen)化經(jing)濟(ji)體(ti)制(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)改(gai)(gai)革(ge)的(de)(de)(de)一(yi)項(xiang)重要任務,是(shi)推進行政體(ti)制(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)改(gai)(gai)革(ge)的(de)(de)(de)重要組成(cheng)部(bu)分。有(you)效的(de)(de)(de)國(guo)(guo)(guo)有(you)資(zi)(zi)產(chan)管(guan)(guan)(guan)理(li)(li)(li)體(ti)制(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)是(shi)增強(qiang)國(guo)(guo)(guo)有(you)經(jing)濟(ji)活力和(he)競(jing)爭力、實現(xian)國(guo)(guo)(guo)有(you)企業持續健康(kang)發(fa)展(zhan)、防止國(guo)(guo)(guo)有(you)資(zi)(zi)產(chan)流失的(de)(de)(de)制(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)度保(bao)障。黨的(de)(de)(de)十八屆三中全會從(cong)積極發(fa)展(zhan)混(hun)合所(suo)有(you)制(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)經(jing)濟(ji)的(de)(de)(de)要求出發(fa)強(qiang)調,完善(shan)國(guo)(guo)(guo)有(you)資(zi)(zi)產(chan)管(guan)(guan)(guan)理(li)(li)(li)體(ti)制(zhi)(zhi)(zhi)(zhi)(zhi)(zhi),以管(guan)(guan)(guan)資(zi)(zi)本為主加(jia)強(qiang)國(guo)(guo)(guo)有(you)資(zi)(zi)產(chan)監(jian)管(guan)(guan)(guan)。這(zhe)既是(shi)對國(guo)(guo)(guo)有(you)資(zi)(zi)產(chan)管(guan)(guan)(guan)理(li)(li)(li)體(ti)制(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)改(gai)(gai)革(ge)已經(jing)取得成(cheng)效的(de)(de)(de)充(chong)分肯定,也是(shi)對加(jia)強(qiang)國(guo)(guo)(guo)有(you)資(zi)(zi)產(chan)監(jian)管(guan)(guan)(guan)作出的(de)(de)(de)新的(de)(de)(de)部(bu)署。我們要深(shen)(shen)刻領(ling)會和(he)認真貫(guan)徹這(zhe)一(yi)精神,以改(gai)(gai)革(ge)創新的(de)(de)(de)精神不斷完善(shan)國(guo)(guo)(guo)有(you)資(zi)(zi)產(chan)管(guan)(guan)(guan)理(li)(li)(li)體(ti)制(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)。
完善國有資產管理體制的意義
我們黨歷來(lai)十分重視國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)管(guan)理(li)體(ti)制(zhi)的改革和完善(shan)。黨的十七大報告提出(chu),加快建設(she)國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)本經(jing)營(ying)預算制(zhi)度(du)。黨的十八大報告再次強(qiang)調,完善(shan)各類國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)管(guan)理(li)體(ti)制(zhi)。黨的十八屆三(san)中全會(hui)(hui)從(cong)積極(ji)發(fa)展混合所有(you)(you)制(zhi)經(jing)濟出(chu)發(fa),對完善(shan)國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)管(guan)理(li)體(ti)制(zhi)作出(chu)了新的部署。完善(shan)國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)管(guan)理(li)體(ti)制(zhi),就(jiu)是要在(zai)國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)改革已經(jing)取(qu)得成效的基(ji)(ji)礎上,認(ren)真總結經(jing)驗,分析不足,進一步(bu)健(jian)全適(shi)應社(she)會(hui)(hui)主義市場經(jing)濟要求(qiu)的國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)管(guan)理(li)體(ti)制(zhi),為保(bao)護好(hao)(hao)、利用好(hao)(hao)、經(jing)營(ying)好(hao)(hao)各類國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)提供可靠(kao)的制(zhi)度(du)保(bao)障(zhang),以最大限度(du)地發(fa)揮好(hao)(hao)各類國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)的作用,創造更(geng)好(hao)(hao)的經(jing)濟效益和社(she)會(hui)(hui)效益,為建設(she)中國(guo)(guo)(guo)特色(se)社(she)會(hui)(hui)主義提供堅實的基(ji)(ji)礎。
第一,完善(shan)國(guo)(guo)(guo)有(you)(you)資(zi)(zi)產管(guan)理(li)體(ti)制(zhi)(zhi)(zhi)(zhi)是(shi)健(jian)全(quan)(quan)社會主(zhu)(zhu)義(yi)市場(chang)(chang)(chang)(chang)經濟(ji)體(ti)制(zhi)(zhi)(zhi)(zhi)的(de)(de)必然選擇。完善(shan)國(guo)(guo)(guo)有(you)(you)資(zi)(zi)產管(guan)理(li)體(ti)制(zhi)(zhi)(zhi)(zhi)既(ji)是(shi)經濟(ji)體(ti)制(zhi)(zhi)(zhi)(zhi)改(gai)革的(de)(de)重要(yao)(yao)內容,也(ye)是(shi)深化(hua)行政體(ti)制(zhi)(zhi)(zhi)(zhi)改(gai)革的(de)(de)重要(yao)(yao)組成部分(fen),是(shi)理(li)順政府(fu)與市場(chang)(chang)(chang)(chang)關系的(de)(de)一個重要(yao)(yao)方面。完善(shan)國(guo)(guo)(guo)有(you)(you)資(zi)(zi)產管(guan)理(li)體(ti)制(zhi)(zhi)(zhi)(zhi),重點就(jiu)在于使國(guo)(guo)(guo)有(you)(you)資(zi)(zi)產管(guan)理(li)更好地適應健(jian)全(quan)(quan)社會主(zhu)(zhu)義(yi)市場(chang)(chang)(chang)(chang)經濟(ji)體(ti)制(zhi)(zhi)(zhi)(zhi)的(de)(de)要(yao)(yao)求。健(jian)全(quan)(quan)社會主(zhu)(zhu)義(yi)市場(chang)(chang)(chang)(chang)經濟(ji)體(ti)制(zhi)(zhi)(zhi)(zhi),要(yao)(yao)求公有(you)(you)制(zhi)(zhi)(zhi)(zhi)與市場(chang)(chang)(chang)(chang)經濟(ji)更好結(jie)合,要(yao)(yao)求更好發揮國(guo)(guo)(guo)有(you)(you)經濟(ji)的(de)(de)主(zhu)(zhu)導作用,要(yao)(yao)求國(guo)(guo)(guo)有(you)(you)企業更好適應市場(chang)(chang)(chang)(chang)化(hua)和(he)國(guo)(guo)(guo)際化(hua)的(de)(de)要(yao)(yao)求,這些都需要(yao)(yao)以完善(shan)的(de)(de)國(guo)(guo)(guo)有(you)(you)資(zi)(zi)產管(guan)理(li)體(ti)制(zhi)(zhi)(zhi)(zhi)為(wei)保障。
第二(er),完善(shan)(shan)國(guo)(guo)有(you)(you)資(zi)產管理(li)體(ti)制(zhi)是堅(jian)持和(he)(he)完善(shan)(shan)基(ji)(ji)本經濟(ji)(ji)制(zhi)度的(de)必然要求。堅(jian)持和(he)(he)完善(shan)(shan)公有(you)(you)制(zhi)為主(zhu)體(ti)、多(duo)種所有(you)(you)制(zhi)經濟(ji)(ji)共同發(fa)(fa)展(zhan)(zhan)的(de)基(ji)(ji)本經濟(ji)(ji)制(zhi)度,必須保(bao)護好(hao)、利(li)用(yong)(yong)好(hao)、經營(ying)好(hao)全國(guo)(guo)人民(min)多(duo)年發(fa)(fa)展(zhan)(zhan)和(he)(he)積累的(de)國(guo)(guo)有(you)(you)資(zi)產。能否通過體(ti)制(zhi)改革和(he)(he)制(zhi)度創新,進一(yi)步提(ti)高(gao)國(guo)(guo)有(you)(you)資(zi)產的(de)質量和(he)(he)效益(yi),直接關(guan)系(xi)到(dao)國(guo)(guo)有(you)(you)經濟(ji)(ji)主(zhu)導作用(yong)(yong)的(de)發(fa)(fa)揮(hui),關(guan)系(xi)到(dao)公有(you)(you)制(zhi)主(zhu)體(ti)地(di)位的(de)堅(jian)持,關(guan)系(xi)到(dao)基(ji)(ji)本經濟(ji)(ji)制(zhi)度的(de)完善(shan)(shan),關(guan)系(xi)到(dao)社會主(zhu)義制(zhi)度優越性(xing)的(de)更好(hao)發(fa)(fa)揮(hui)。
第(di)三,完(wan)(wan)善國(guo)有資(zi)產(chan)管(guan)(guan)理(li)體(ti)(ti)(ti)制(zhi)(zhi)(zhi)是深化行政(zheng)(zheng)體(ti)(ti)(ti)制(zhi)(zhi)(zhi)改(gai)革、轉(zhuan)變(bian)(bian)政(zheng)(zheng)府職(zhi)能的客觀需要(yao)。深化行政(zheng)(zheng)體(ti)(ti)(ti)制(zhi)(zhi)(zhi)改(gai)革,轉(zhuan)變(bian)(bian)政(zheng)(zheng)府職(zhi)能,是全面深化改(gai)革的一(yi)項重要(yao)內容(rong),深入推(tui)進(jin)(jin)政(zheng)(zheng)企(qi)分(fen)(fen)開(kai)、政(zheng)(zheng)資(zi)分(fen)(fen)開(kai)、政(zheng)(zheng)事分(fen)(fen)開(kai)、政(zheng)(zheng)社分(fen)(fen)開(kai),對完(wan)(wan)善國(guo)有資(zi)產(chan)管(guan)(guan)理(li)體(ti)(ti)(ti)制(zhi)(zhi)(zhi)提出了新(xin)的要(yao)求。近年(nian)來,我國(guo)行政(zheng)(zheng)體(ti)(ti)(ti)制(zhi)(zhi)(zhi)改(gai)革、政(zheng)(zheng)府職(zhi)能轉(zhuan)變(bian)(bian)取(qu)得積極(ji)進(jin)(jin)展,但目前(qian)很多(duo)改(gai)革措施(shi)還不(bu)到位,在(zai)國(guo)有資(zi)產(chan)管(guan)(guan)理(li)體(ti)(ti)(ti)制(zhi)(zhi)(zhi)方面亦有一(yi)些政(zheng)(zheng)企(qi)不(bu)分(fen)(fen)的現象存在(zai)。從根本上解(jie)決這些問題,需要(yao)進(jin)(jin)一(yi)步(bu)完(wan)(wan)善國(guo)有資(zi)產(chan)管(guan)(guan)理(li)體(ti)(ti)(ti)制(zhi)(zhi)(zhi),進(jin)(jin)一(yi)步(bu)促進(jin)(jin)行政(zheng)(zheng)體(ti)(ti)(ti)制(zhi)(zhi)(zhi)改(gai)革和政(zheng)(zheng)府職(zhi)能轉(zhuan)變(bian)(bian),推(tui)動各級(ji)政(zheng)(zheng)府公共管(guan)(guan)理(li)部門與(yu)所屬(shu)企(qi)業脫鉤,把精力集中到社會(hui)公共管(guan)(guan)理(li)上來。
第四,完(wan)(wan)善國(guo)有(you)(you)資(zi)(zi)產(chan)(chan)(chan)管理(li)(li)體制(zhi)是深化(hua)(hua)(hua)國(guo)有(you)(you)企(qi)業(ye)(ye)改(gai)革的(de)迫切要求(qiu)。完(wan)(wan)善國(guo)有(you)(you)資(zi)(zi)產(chan)(chan)(chan)管理(li)(li)體制(zhi)與深化(hua)(hua)(hua)國(guo)有(you)(you)企(qi)業(ye)(ye)改(gai)革具有(you)(you)內在的(de)緊(jin)密聯系(xi),國(guo)有(you)(you)企(qi)業(ye)(ye)要適(shi)應(ying)(ying)市場化(hua)(hua)(hua)、國(guo)際化(hua)(hua)(hua)新(xin)形勢,在作(zuo)為獨立法人和市場競爭主體方面必(bi)須更進一步,這(zhe)就要求(qiu)進一步做到(dao)(dao)政企(qi)分(fen)開(kai)、政資(zi)(zi)分(fen)開(kai),相(xiang)應(ying)(ying)地(di)必(bi)須完(wan)(wan)善國(guo)有(you)(you)資(zi)(zi)產(chan)(chan)(chan)管理(li)(li)體制(zhi)。而且,完(wan)(wan)善國(guo)有(you)(you)資(zi)(zi)產(chan)(chan)(chan)管理(li)(li)體制(zhi)對突破國(guo)有(you)(you)企(qi)業(ye)(ye)體制(zhi)障礙具有(you)(you)較強的(de)牽引(yin)作(zuo)用,遇(yu)到(dao)(dao)的(de)障礙和阻(zu)力相(xiang)對較小,成為深化(hua)(hua)(hua)國(guo)有(you)(you)企(qi)業(ye)(ye)改(gai)革的(de)推進器和加速器。從這(zhe)些意(yi)義上講,完(wan)(wan)善國(guo)有(you)(you)資(zi)(zi)產(chan)(chan)(chan)管理(li)(li)體制(zhi)是深化(hua)(hua)(hua)國(guo)有(you)(you)企(qi)業(ye)(ye)改(gai)革的(de)一個(ge)重要條(tiao)件,構成了深化(hua)(hua)(hua)國(guo)有(you)(you)企(qi)業(ye)(ye)市場化(hua)(hua)(hua)改(gai)革的(de)重要基礎。
第五,完善國(guo)(guo)有(you)(you)(you)(you)資(zi)(zi)(zi)(zi)產管(guan)(guan)理(li)體(ti)(ti)制(zhi)(zhi)(zhi)(zhi)是積極發展混(hun)合(he)所(suo)有(you)(you)(you)(you)制(zhi)(zhi)(zhi)(zhi)經(jing)濟的(de)(de)(de)(de)(de)內(nei)在要(yao)求(qiu)。積極發展“國(guo)(guo)有(you)(you)(you)(you)資(zi)(zi)(zi)(zi)本、集(ji)體(ti)(ti)資(zi)(zi)(zi)(zi)本、非公有(you)(you)(you)(you)資(zi)(zi)(zi)(zi)本等交叉持股、相(xiang)互(hu)融合(he)的(de)(de)(de)(de)(de)混(hun)合(he)所(suo)有(you)(you)(you)(you)制(zhi)(zhi)(zhi)(zhi)經(jing)濟,”必然要(yao)求(qiu)完善國(guo)(guo)有(you)(you)(you)(you)資(zi)(zi)(zi)(zi)產管(guan)(guan)理(li)體(ti)(ti)制(zhi)(zhi)(zhi)(zhi)。隨著(zhu)混(hun)合(he)所(suo)有(you)(you)(you)(you)制(zhi)(zhi)(zhi)(zhi)經(jing)濟的(de)(de)(de)(de)(de)發展,國(guo)(guo)有(you)(you)(you)(you)企業的(de)(de)(de)(de)(de)產權(quan)制(zhi)(zhi)(zhi)(zhi)度和產權(quan)結(jie)構必然發生重大調整(zheng)和變化,對現(xian)有(you)(you)(you)(you)的(de)(de)(de)(de)(de)國(guo)(guo)有(you)(you)(you)(you)資(zi)(zi)(zi)(zi)產管(guan)(guan)理(li)體(ti)(ti)制(zhi)(zhi)(zhi)(zhi)會帶來新的(de)(de)(de)(de)(de)挑(tiao)戰和問(wen)題(ti),要(yao)求(qiu)各(ge)級(ji)國(guo)(guo)有(you)(you)(you)(you)資(zi)(zi)(zi)(zi)產出資(zi)(zi)(zi)(zi)人機構與(yu)國(guo)(guo)有(you)(you)(you)(you)企業的(de)(de)(de)(de)(de)關系進(jin)行(xing)(xing)調整(zheng),要(yao)求(qiu)國(guo)(guo)有(you)(you)(you)(you)資(zi)(zi)(zi)(zi)產監(jian)管(guan)(guan)機構承(cheng)擔的(de)(de)(de)(de)(de)職(zhi)責任務(wu)、組織設置等進(jin)行(xing)(xing)變動,要(yao)求(qiu)現(xian)行(xing)(xing)的(de)(de)(de)(de)(de)管(guan)(guan)理(li)國(guo)(guo)有(you)(you)(you)(you)企業的(de)(de)(de)(de)(de)方(fang)式和方(fang)法進(jin)行(xing)(xing)改變,原來以(yi)管(guan)(guan)資(zi)(zi)(zi)(zi)產為主的(de)(de)(de)(de)(de)監(jian)管(guan)(guan)方(fang)式已無法滿(man)足和適應發展混(hun)合(he)所(suo)有(you)(you)(you)(you)制(zhi)(zhi)(zhi)(zhi)經(jing)濟的(de)(de)(de)(de)(de)需要(yao),迫切要(yao)求(qiu)轉到以(yi)管(guan)(guan)資(zi)(zi)(zi)(zi)本為主加強國(guo)(guo)有(you)(you)(you)(you)資(zi)(zi)(zi)(zi)產監(jian)管(guan)(guan)上來。
當前及今后的重點工作任務
黨(dang)的十八(ba)屆三中全會總結國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)管(guan)(guan)理體(ti)(ti)制(zhi)改革(ge)的經(jing)(jing)驗(yan)并根據新的形勢強調完(wan)善(shan)國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)管(guan)(guan)理體(ti)(ti)制(zhi),并提出以(yi)管(guan)(guan)資(zi)(zi)(zi)本為主加(jia)強國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)監(jian)管(guan)(guan)。貫徹落實中央關于完(wan)善(shan)國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)管(guan)(guan)理體(ti)(ti)制(zhi)的要求,必須(xu)堅(jian)持社(she)會主義(yi)市(shi)(shi)場(chang)經(jing)(jing)濟(ji)改革(ge)方向和(he)堅(jian)持社(she)會主義(yi)基本經(jing)(jing)濟(ji)制(zhi)度,充(chong)分發揮(hui)市(shi)(shi)場(chang)在國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)資(zi)(zi)(zi)源(yuan)配(pei)(pei)置中的決定性(xing)作用,遵循(xun)市(shi)(shi)場(chang)經(jing)(jing)濟(ji)規律經(jing)(jing)營(ying)管(guan)(guan)理國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan),推動國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)本優化配(pei)(pei)置,實現(xian)國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)的保值(zhi)增值(zhi),同(tong)時(shi),努力使各(ge)類國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)實現(xian)最優化配(pei)(pei)置、最充(chong)分使用,爭取經(jing)(jing)濟(ji)效益(yi)和(he)社(she)會效益(yi)的統一,更好發揮(hui)國(guo)(guo)(guo)有(you)(you)經(jing)(jing)濟(ji)的主導作用。當前和(he)今后一個(ge)時(shi)期,完(wan)善(shan)國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)管(guan)(guan)理體(ti)(ti)制(zhi)必須(xu)在以(yi)下幾個(ge)方面取得實質性(xing)進展(zhan)。
一是完善(shan)國有(you)(you)(you)(you)資(zi)產(chan)(chan)監(jian)(jian)(jian)管(guan)(guan)(guan)機(ji)構(gou)(gou)和職能(neng)。進一步明確各類國有(you)(you)(you)(you)資(zi)產(chan)(chan)的(de)責(ze)任主(zhu)體,明晰產(chan)(chan)權(quan)關(guan)系(xi),建立體制機(ji)制,落(luo)實監(jian)(jian)(jian)管(guan)(guan)(guan)責(ze)任。進一步完善(shan)中央、省(區、市)、市(地)三級(ji)經(jing)營性(xing)國有(you)(you)(you)(you)資(zi)產(chan)(chan)監(jian)(jian)(jian)管(guan)(guan)(guan)機(ji)構(gou)(gou),經(jing)營性(xing)國有(you)(you)(you)(you)資(zi)產(chan)(chan)規模(mo)較大的(de)縣(市)可探索(suo)設立獨立的(de)監(jian)(jian)(jian)管(guan)(guan)(guan)機(ji)構(gou)(gou)。進一步落(luo)實“上級(ji)政(zheng)府(fu)國有(you)(you)(you)(you)資(zi)產(chan)(chan)監(jian)(jian)(jian)督管(guan)(guan)(guan)理(li)機(ji)構(gou)(gou)依法對下級(ji)政(zheng)府(fu)的(de)國有(you)(you)(you)(you)資(zi)產(chan)(chan)監(jian)(jian)(jian)督管(guan)(guan)(guan)理(li)工作進行指導和監(jian)(jian)(jian)督”的(de)規定,各級(ji)國有(you)(you)(you)(you)資(zi)產(chan)(chan)監(jian)(jian)(jian)管(guan)(guan)(guan)機(ji)構(gou)(gou)在(zai)依法履行職責(ze)的(de)基礎上,深入(ru)開展國有(you)(you)(you)(you)資(zi)產(chan)(chan)監(jian)(jian)(jian)管(guan)(guan)(guan),防(fang)止將國有(you)(you)(you)(you)資(zi)產(chan)(chan)監(jian)(jian)(jian)管(guan)(guan)(guan)職責(ze)混(hun)同于行政(zheng)管(guan)(guan)(guan)理(li)職能(neng),形成新的(de)國有(you)(you)(you)(you)資(zi)產(chan)(chan)多頭(tou)監(jian)(jian)(jian)管(guan)(guan)(guan)。

三是推進經(jing)營(ying)性(xing)國(guo)有(you)(you)(you)(you)資(zi)(zi)(zi)產(chan)(chan)集(ji)中(zhong)統(tong)一(yi)監(jian)管(guan)(guan)。明確(que)國(guo)有(you)(you)(you)(you)資(zi)(zi)(zi)產(chan)(chan)監(jian)管(guan)(guan)政策制度的(de)(de)統(tong)一(yi)性(xing)。經(jing)營(ying)性(xing)國(guo)有(you)(you)(you)(you)資(zi)(zi)(zi)產(chan)(chan)監(jian)管(guan)(guan)要(yao)堅持(chi)已形成并在實(shi)(shi)踐(jian)中(zhong)證明行之有(you)(you)(you)(you)效的(de)(de)國(guo)有(you)(you)(you)(you)資(zi)(zi)(zi)產(chan)(chan)監(jian)管(guan)(guan)法律法規的(de)(de)基本原則,要(yao)有(you)(you)(you)(you)明確(que)的(de)(de)出(chu)資(zi)(zi)(zi)主(zhu)體,要(yao)落實(shi)(shi)保值(zhi)增值(zhi)責任,要(yao)建立考核與薪酬掛鉤的(de)(de)激勵(li)約束(shu)機制,提高國(guo)有(you)(you)(you)(you)資(zi)(zi)(zi)產(chan)(chan)監(jian)管(guan)(guan)效能(neng)。總結推廣部分地方開展集(ji)中(zhong)統(tong)一(yi)監(jian)管(guan)(guan)的(de)(de)經(jing)驗,充分發揮各級國(guo)資(zi)(zi)(zi)委的(de)(de)專業化監(jian)管(guan)(guan)優勢,探(tan)索實(shi)(shi)現國(guo)有(you)(you)(you)(you)資(zi)(zi)(zi)產(chan)(chan)監(jian)管(guan)(guan)的(de)(de)全覆蓋,防止經(jing)營(ying)性(xing)國(guo)有(you)(you)(you)(you)資(zi)(zi)(zi)產(chan)(chan)監(jian)管(guan)(guan)條(tiao)塊(kuai)分割,為(wei)在更(geng)大(da)范圍優化配置資(zi)(zi)(zi)源、提高國(guo)有(you)(you)(you)(you)資(zi)(zi)(zi)本運行效率、加快資(zi)(zi)(zi)源整(zheng)合和企(qi)業重(zhong)組、培育具有(you)(you)(you)(you)核心競爭力的(de)(de)企(qi)業集(ji)團創造有(you)(you)(you)(you)利條(tiao)件(jian)。
四是促進混合所(suo)(suo)有(you)(you)制經(jing)(jing)濟(ji)(ji)的快速(su)發展(zhan)(zhan)。完(wan)善國(guo)(guo)(guo)(guo)有(you)(you)資(zi)產管理體制,改革國(guo)(guo)(guo)(guo)有(you)(you)資(zi)本授權經(jing)(jing)營體制,使國(guo)(guo)(guo)(guo)有(you)(you)資(zi)產管理體制更好(hao)適應和滿足發展(zhan)(zhan)混合所(suo)(suo)有(you)(you)制經(jing)(jing)濟(ji)(ji)的需要,為(wei)國(guo)(guo)(guo)(guo)有(you)(you)經(jing)(jing)濟(ji)(ji)和其他所(suo)(suo)有(you)(you)制經(jing)(jing)濟(ji)(ji)發展(zhan)(zhan)成為(wei)混合所(suo)(suo)有(you)(you)制經(jing)(jing)濟(ji)(ji)、非國(guo)(guo)(guo)(guo)有(you)(you)資(zi)本參(can)股(gu)國(guo)(guo)(guo)(guo)有(you)(you)資(zi)本投資(zi)項目、實行(xing)企業(ye)員工持股(gu)、發展(zhan)(zhan)非公有(you)(you)資(zi)本控(kong)股(gu)的混合所(suo)(suo)有(you)(you)制企業(ye)等提供(gong)體制保障。同時,通過(guo)完(wan)善國(guo)(guo)(guo)(guo)有(you)(you)資(zi)產管理體制,防(fang)止(zhi)國(guo)(guo)(guo)(guo)有(you)(you)資(zi)產流(liu)失,保證混合所(suo)(suo)有(you)(you)制經(jing)(jing)濟(ji)(ji)規范健康(kang)發展(zhan)(zhan)。
五是增強國(guo)有(you)(you)(you)資(zi)產(chan)(chan)(chan)(chan)監(jian)(jian)管(guan)(guan)(guan)(guan)的(de)(de)針(zhen)對性(xing)、有(you)(you)(you)效(xiao)(xiao)性(xing)和(he)及時(shi)性(xing)。科學(xue)把握(wo)各(ge)(ge)(ge)類(lei)(lei)(lei)國(guo)有(you)(you)(you)資(zi)產(chan)(chan)(chan)(chan)管(guan)(guan)(guan)(guan)理(li)的(de)(de)特殊性(xing),針(zhen)對具有(you)(you)(you)不同(tong)屬(shu)性(xing)和(he)特點(dian)的(de)(de)國(guo)有(you)(you)(you)資(zi)產(chan)(chan)(chan)(chan),探索(suo)有(you)(you)(you)針(zhen)對性(xing)的(de)(de)監(jian)(jian)管(guan)(guan)(guan)(guan)模(mo)式(shi)和(he)方式(shi)方法。根據國(guo)家經濟社會(hui)發(fa)展的(de)(de)不同(tong)階(jie)段和(he)面臨的(de)(de)新形勢新任(ren)務新要求,及時(shi)調整監(jian)(jian)管(guan)(guan)(guan)(guan)措施(shi)和(he)重(zhong)點(dian)。完(wan)善績效(xiao)(xiao)考(kao)核體系(xi),加大(da)分類(lei)(lei)(lei)考(kao)核力度,探索(suo)不同(tong)性(xing)質、不同(tong)類(lei)(lei)(lei)別(bie)、不同(tong)行業的(de)(de)績效(xiao)(xiao)考(kao)核模(mo)式(shi),提(ti)高(gao)考(kao)核指(zhi)標的(de)(de)導向性(xing)和(he)針(zhen)對性(xing),切實(shi)落(luo)實(shi)國(guo)有(you)(you)(you)資(zi)產(chan)(chan)(chan)(chan)保值增值、有(you)(you)(you)效(xiao)(xiao)使(shi)用和(he)管(guan)(guan)(guan)(guan)理(li)責(ze)任(ren)。加強對各(ge)(ge)(ge)類(lei)(lei)(lei)國(guo)有(you)(you)(you)資(zi)產(chan)(chan)(chan)(chan)經營管(guan)(guan)(guan)(guan)理(li)和(he)使(shi)用重(zhong)點(dian)環節的(de)(de)監(jian)(jian)管(guan)(guan)(guan)(guan),形成依靠政府(fu)、聯合部門、協(xie)調各(ge)(ge)(ge)界的(de)(de)國(guo)有(you)(you)(you)資(zi)產(chan)(chan)(chan)(chan)監(jian)(jian)管(guan)(guan)(guan)(guan)大(da)格局,使(shi)各(ge)(ge)(ge)類(lei)(lei)(lei)國(guo)有(you)(you)(you)資(zi)產(chan)(chan)(chan)(chan)監(jian)(jian)管(guan)(guan)(guan)(guan)的(de)(de)工(gong)作合力進一(yi)(yi)步增強,國(guo)有(you)(you)(you)資(zi)產(chan)(chan)(chan)(chan)配置(zhi)效(xiao)(xiao)率進一(yi)(yi)步提(ti)高(gao)。
