  堅持(chi)黨(dang)對國(guo)有(you)(you)(you)企(qi)(qi)業(ye)(ye)的(de)領(ling)(ling)導(dao),加(jia)強(qiang)(qiang)國(guo)有(you)(you)(you)企(qi)(qi)業(ye)(ye)黨(dang)的(de)建(jian)(jian)(jian)設,是深化國(guo)有(you)(you)(you)企(qi)(qi)業(ye)(ye)改革(ge)必須堅守的(de)政治(zhi)(zhi)方(fang)(fang)向(xiang)和(he)政治(zhi)(zhi)原則。要充分發(fa)(fa)揮國(guo)有(you)(you)(you)企(qi)(qi)業(ye)(ye)黨(dang)組(zu)織(zhi)(zhi)政治(zhi)(zhi)核心(xin)作(zuo)(zuo)(zuo)用,把(ba)加(jia)強(qiang)(qiang)黨(dang)的(de)領(ling)(ling)導(dao)和(he)完(wan)善(shan)公司法(fa)人治(zhi)(zhi)理結構(gou)統一起(qi)來(lai),創新國(guo)有(you)(you)(you)企(qi)(qi)業(ye)(ye)黨(dang)組(zu)織(zhi)(zhi)發(fa)(fa)揮政治(zhi)(zhi)核心(xin)作(zuo)(zuo)(zuo)用的(de)途徑和(he)方(fang)(fang)式。要堅持(chi)黨(dang)要管(guan)黨(dang)、從嚴(yan)治(zhi)(zhi)黨(dang),嚴(yan)格落(luo)實(shi)(shi)管(guan)黨(dang)治(zhi)(zhi)黨(dang)主體(ti)責任(ren),完(wan)善(shan)黨(dang)組(zu)織(zhi)(zhi)充分發(fa)(fa)揮政治(zhi)(zhi)核心(xin)作(zuo)(zuo)(zuo)用的(de)體(ti)制(zhi)機制(zhi)。要夯實(shi)(shi)企(qi)(qi)業(ye)(ye)黨(dang)建(jian)(jian)(jian)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)基礎,強(qiang)(qiang)化黨(dang)建(jian)(jian)(jian)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)考核,加(jia)強(qiang)(qiang)和(he)改進(jin)(jin)混合(he)所有(you)(you)(you)制(zhi)企(qi)(qi)業(ye)(ye)和(he)境外(wai)國(guo)有(you)(you)(you)企(qi)(qi)業(ye)(ye)黨(dang)建(jian)(jian)(jian)工(gong)(gong)(gong)作(zuo)(zuo)(zuo),確保(bao)黨(dang)建(jian)(jian)(jian)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)全(quan)(quan)覆蓋。要切實(shi)(shi)落(luo)實(shi)(shi)國(guo)有(you)(you)(you)企(qi)(qi)業(ye)(ye)反腐倡廉“兩個責任(ren)”,努力(li)構(gou)筑企(qi)(qi)業(ye)(ye)領(ling)(ling)導(dao)人員不敢腐不能腐不想(xiang)腐的(de)有(you)(you)(you)效機制(zhi)。要把(ba)“三嚴(yan)三實(shi)(shi)”要求貫穿國(guo)有(you)(you)(you)企(qi)(qi)業(ye)(ye)改革(ge)發(fa)(fa)展(zhan)全(quan)(quan)過程,確保(bao)國(guo)有(you)(you)(you)企(qi)(qi)業(ye)(ye)改革(ge)發(fa)(fa)展(zhan)始終保(bao)持(chi)正(zheng)確的(de)前進(jin)(jin)方(fang)(fang)向(xiang)。

  三、營造(zao)公平(ping)競爭、促進企業健康發展(zhan)的政(zheng)策和制度環(huan)境,實(shi)現多種所有制經濟(ji)共同發展(zhan)

  黨的(de)(de)十八屆五中(zhong)全(quan)會(hui)提出,推(tui)進產權保護(hu)法(fa)(fa)(fa)治化,依(yi)法(fa)(fa)(fa)保護(hu)各種(zhong)所有(you)(you)(you)制(zhi)經(jing)(jing)濟權益。公(gong)(gong)有(you)(you)(you)制(zhi)經(jing)(jing)濟和非公(gong)(gong)有(you)(you)(you)制(zhi)經(jing)(jing)濟都(dou)(dou)是社會(hui)主義市(shi)場(chang)經(jing)(jing)濟的(de)(de)重要組成(cheng)部分,都(dou)(dou)是我國經(jing)(jing)濟社會(hui)發展的(de)(de)重要基礎(chu)。要按照市(shi)場(chang)在(zai)資源配(pei)置中(zhong)起決(jue)定性作(zuo)用(yong)和更好(hao)發揮政府(fu)作(zuo)用(yong)的(de)(de)要求,加快形成(cheng)統(tong)一開放、競(jing)爭(zheng)有(you)(you)(you)序的(de)(de)市(shi)場(chang)體系,保證各種(zhong)所有(you)(you)(you)制(zhi)經(jing)(jing)濟依(yi)法(fa)(fa)(fa)平(ping)等使用(yong)生(sheng)產要素、公(gong)(gong)開公(gong)(gong)平(ping)公(gong)(gong)正參與市(shi)場(chang)競(jing)爭(zheng)、同等受到法(fa)(fa)(fa)律保護(hu),依(yi)法(fa)(fa)(fa)監管各種(zhong)所有(you)(you)(you)制(zhi)經(jing)(jing)濟。

  (一)毫不動(dong)搖(yao)鼓勵、支持(chi)、引(yin)導非公有制經(jing)濟(ji)發(fa)展,更好激發(fa)非公有制經(jing)濟(ji)活(huo)力(li)和創造(zao)力(li)

  非(fei)(fei)公有(you)制(zhi)經(jing)濟(ji)是發展社會(hui)主義市場(chang)經(jing)濟(ji)的(de)(de)重(zhong)要(yao)力量,也是推(tui)動我國(guo)經(jing)濟(ji)轉型升級的(de)(de)重(zhong)要(yao)依(yi)托。要(yao)堅(jian)持權利平等、機會(hui)平等、規則平等,進(jin)一步破除影響非(fei)(fei)公有(you)制(zhi)經(jing)濟(ji)發展的(de)(de)體(ti)制(zhi)機制(zhi)弊端,消除各種隱(yin)性(xing)壁壘,營造公平競爭、促(cu)進(jin)企(qi)業(ye)(ye)健康發展的(de)(de)政策(ce)和制(zhi)度環(huan)境,為非(fei)(fei)公有(you)制(zhi)經(jing)濟(ji)的(de)(de)健康發展鋪平道路。要(yao)引入非(fei)(fei)國(guo)有(you)資(zi)本參與國(guo)有(you)企(qi)業(ye)(ye)改(gai)革,鼓(gu)勵和規范國(guo)有(you)企(qi)業(ye)(ye)投(tou)資(zi)項目引入非(fei)(fei)國(guo)有(you)資(zi)本,鼓(gu)勵民營企(qi)業(ye)(ye)依(yi)法進(jin)入更(geng)(geng)多領域,更(geng)(geng)好(hao)激發非(fei)(fei)公有(you)制(zhi)經(jing)濟(ji)活力和創(chuang)造力。

  (二)推進產權保護(hu)法治化,依法保護(hu)各種所有(you)制經濟權益

  這是(shi)營造公平競(jing)爭、健康發展環境的法(fa)治(zhi)(zhi)保障。公有(you)制經濟(ji)財產(chan)權(quan)(quan)不(bu)可(ke)侵(qin)犯(fan),非公有(you)制經濟(ji)財產(chan)權(quan)(quan)同樣不(bu)可(ke)侵(qin)犯(fan)。要(yao)健全歸(gui)屬清晰、權(quan)(quan)責明確(que)、保護嚴(yan)格(ge)、流(liu)轉(zhuan)順暢的現代(dai)產(chan)權(quan)(quan)制度(du),依(yi)(yi)法(fa)嚴(yan)格(ge)保護各(ge)種產(chan)權(quan)(quan)主(zhu)體的資產(chan)不(bu)受侵(qin)犯(fan)。要(yao)完善(shan)知(zhi)識(shi)產(chan)權(quan)(quan)制度(du),加大對侵(qin)犯(fan)知(zhi)識(shi)產(chan)權(quan)(quan)不(bu)正當競(jing)爭行為的懲戒(jie)力度(du)。要(yao)健全產(chan)權(quan)(quan)保護的法(fa)律法(fa)規,提高執法(fa)公正性,推進產(chan)權(quan)(quan)保護法(fa)治(zhi)(zhi)化。要(yao)正確(que)認識(shi)和處理產(chan)權(quan)(quan)保護法(fa)治(zhi)(zhi)化和企業家精神(shen)的關系,依(yi)(yi)法(fa)保護企業家財產(chan)權(quan)(quan)和創新收益,激(ji)發企業家精神(shen)。

  (三)加快(kuai)市(shi)場(chang)配置要(yao)素的改革,加快(kuai)形成全國(guo)統一(yi)開放、競爭有序(xu)的市(shi)場(chang)體(ti)系

  這是營造公平競爭、健康發展環境(jing)的(de)(de)關鍵舉(ju)措。要深化資源性產(chan)品(pin)、公共服(fu)務行業等(deng)重點(dian)領域價(jia)格形成(cheng)機制(zhi)改革,逐步(bu)縮(suo)小政(zheng)府定(ding)價(jia)商品(pin)的(de)(de)范圍,讓價(jia)格反映市場供求狀況(kuang)和(he)資源稀缺程度,充(chong)分體現生態環境(jing)的(de)(de)損(sun)害成(cheng)本(ben)和(he)修復成(cheng)本(ben)。要加強(qiang)社會(hui)信用(yong)體系建設,建立(li)信用(yong)獎懲機制(zhi),提高(gao)全社會(hui)的(de)(de)信用(yong)水(shui)平。要打破地(di)域分割和(he)行業壟斷(duan),消除“玻(bo)璃門”“彈簧門”“旋轉門”現象,促(cu)進各類所有制(zhi)經濟的(de)(de)人才、資金、科研成(cheng)果等(deng)在城鄉、企業、高(gao)校、科研機構間有序流動。

  (四(si))進一步轉變(bian)政府職(zhi)能,減少涉及企(qi)業的行政審批事項

  這是營(ying)造公(gong)平競爭(zheng)、健(jian)康發展環境的(de)(de)重(zhong)要手段(duan)。要持(chi)續推進(jin)政(zheng)(zheng)(zheng)府(fu)(fu)簡政(zheng)(zheng)(zheng)放權(quan)、放管(guan)結(jie)(jie)合、優化服務,切實(shi)轉(zhuan)變政(zheng)(zheng)(zheng)府(fu)(fu)職(zhi)(zhi)能(neng),減(jian)(jian)少審批(pi)、優化制(zhi)度(du)、簡化手續、提高效(xiao)率,找(zhao)準市場功(gong)能(neng)和(he)(he)政(zheng)(zheng)(zheng)府(fu)(fu)職(zhi)(zhi)能(neng)的(de)(de)最佳結(jie)(jie)合點,充(chong)分發揮市場和(he)(he)政(zheng)(zheng)(zheng)府(fu)(fu)的(de)(de)各自(zi)優勢。要統籌推進(jin)行政(zheng)(zheng)(zheng)審批(pi)、投資(zi)審批(pi)、職(zhi)(zhi)業(ye)資(zi)格、收費管(guan)理、商事(shi)制(zhi)度(du)等(deng)領域改革(ge),限制(zhi)政(zheng)(zheng)(zheng)府(fu)(fu)對企(qi)業(ye)經(jing)營(ying)決策的(de)(de)干預,廢除各種形(xing)式的(de)(de)不合理規定,出臺一(yi)批(pi)規范行政(zheng)(zheng)(zheng)權(quan)力運行、提高行政(zheng)(zheng)(zheng)審批(pi)效(xiao)率的(de)(de)制(zhi)度(du)和(he)(he)措施,切實(shi)為企(qi)業(ye)松綁減(jian)(jian)負。要創新監管(guan)機制(zhi)和(he)(he)監管(guan)方(fang)式,整合監管(guan)資(zi)源,減(jian)(jian)少重(zhong)復檢查(cha),提高監管(guan)效(xiao)能(neng)。要創新政(zheng)(zheng)(zheng)府(fu)(fu)管(guan)理方(fang)式,出臺權(quan)力清(qing)單、責任清(qing)單和(he)(he)負面清(qing)單,規范行政(zheng)(zheng)(zheng)權(quan)力運行,減(jian)(jian)少對各類所有制(zhi)經(jing)濟的(de)(de)微(wei)觀(guan)干預。

  (五)切實(shi)降低(di)實(shi)體經濟企(qi)業(ye)成本(ben),增強(qiang)實(shi)體經濟盈利(li)能力(li)

  這是營造公平(ping)競爭、健康發(fa)展環(huan)境的(de)根(gen)本(ben)目的(de)。要開展降(jiang)低實(shi)體(ti)經(jing)濟企(qi)(qi)(qi)業(ye)成(cheng)(cheng)本(ben)行動,切實(shi)降(jiang)低企(qi)(qi)(qi)業(ye)運營成(cheng)(cheng)本(ben)、融資成(cheng)(cheng)本(ben)和稅(shui)費(fei)成(cheng)(cheng)本(ben)。要優(you)化企(qi)(qi)(qi)業(ye)運營模(mo)式,通(tong)過管(guan)理提(ti)升、成(cheng)(cheng)本(ben)管(guan)控、科技(ji)(ji)創新、技(ji)(ji)術改造、盤活存量(liang)等方式,提(ti)高(gao)資源利用(yong)效(xiao)(xiao)率,嚴格控制各(ge)類成(cheng)(cheng)本(ben),努力提(ti)升經(jing)營效(xiao)(xiao)益。要提(ti)高(gao)金融服務(wu)實(shi)體(ti)經(jing)濟效(xiao)(xiao)率,完(wan)善境內(nei)外金融支持和服務(wu)功(gong)能,健全(quan)多層次資本(ben)市場,降(jiang)低企(qi)(qi)(qi)業(ye)融資成(cheng)(cheng)本(ben)。要完(wan)善稅(shui)收(shou)制度,調(diao)整不合(he)理的(de)稅(shui)費(fei)結構,清(qing)理和規范涉企(qi)(qi)(qi)行政事業(ye)性收(shou)費(fei),有(you)序解決以費(fei)代稅(shui)的(de)問題,切實(shi)減輕各(ge)類所有(you)制企(qi)(qi)(qi)業(ye)負擔(dan)。

  黨的(de)十八屆五中(zhong)(zhong)全會(hui)為(wei)實現(xian)(xian)全面建成(cheng)小康社會(hui)目(mu)標(biao)描繪了宏偉的(de)發展(zhan)藍圖。我(wo)們要在以習近平(ping)同(tong)志為(wei)總書記的(de)黨中(zhong)(zhong)央堅(jian)強領導(dao)下,堅(jian)決貫徹落實《建議》的(de)各項部署要求(qiu),堅(jian)持和完善公有制為(wei)主體、多(duo)種所有制經濟共同(tong)發展(zhan)的(de)基本經濟制度,牢牢把握(wo)“兩個(ge)毫不動搖(yao)”方針(zhen),更(geng)好促進經濟社會(hui)持續健(jian)康發展(zhan),為(wei)全面建成(cheng)小康社會(hui)、實現(xian)(xian)中(zhong)(zhong)華民族偉大復興的(de)中(zhong)(zhong)國夢作出新(xin)的(de)更(geng)大貢獻!
