徐福順在中央企業工會干部培訓班上的講話
團結動員廣大職工為全面深化改革 這次培訓班的主要(yao)(yao)任務是,深入貫徹落實黨的十八屆三中全會(hui)(hui)、習近平(ping)總書(shu)記系(xi)列(lie)重要(yao)(yao)講話、中國工會(hui)(hui)十六大和中央(yang)(yang)企業(ye)(ye)地(di)方國資(zi)委負(fu)責人會(hui)(hui)議(yi)精神,總結部署中央(yang)(yang)企業(ye)(ye)工會(hui)(hui)工作,圍(wei)繞重點工作進(jin)行培訓研討,進(jin)一步提(ti)升中央(yang)(yang)企業(ye)(ye)工會(hui)(hui)工作水平(ping)。國資(zi)委主任、黨委書(shu)記張毅同(tong)志對中央(yang)(yang)企業(ye)(ye)工會(hui)(hui)工作高度重視,專(zhuan)門作出重要(yao)(yao)批示,我(wo)們要(yao)(yao)認真學習貫徹落實。 這(zhe)次(ci)培(pei)訓(xun)班既是工會主席(xi)培(pei)訓(xun)班,也(ye)是中央企業工會工作的座談、交流、研討(tao)會議,時間不長,內(nei)容豐富,安(an)排緊(jin)湊。希望各(ge)位工會主席(xi)利(li)用這(zhe)幾天難得的時間,認真(zhen)學(xue)習(xi)、思考、謀劃好全年的工作,大家共(gong)同把培(pei)訓(xun)班辦好。下(xia)面,我講三點意見(jian)。 一、2013年中(zhong)央企(qi)業工(gong)會(hui)工(gong)作情況 2013年(nian),在黨中央(yang)、國(guo)務院的正(zheng)確領導(dao)下,中央(yang)企(qi)業積極應對(dui)復雜(za)多變的國(guo)內外經濟形勢,克(ke)服(fu)國(guo)際(ji)需求持續低迷、國(guo)內經濟增(zeng)長放緩(huan)、企(qi)業經營困難(nan)增(zeng)多等多重(zhong)不(bu)利(li)因素,著力(li)(li)提(ti)升發展(zhan)質量和效益,取得了(le)實屬(shu)不(bu)易的成績,為國(guo)民(min)經濟發展(zhan)作(zuo)(zuo)出了(le)重(zhong)要貢(gong)獻(xian)(xian)。全年(nian)實現營業收入24.2萬(wan)億元,同比增(zeng)長8.4%;上交稅費(fei)總額2萬(wan)億元,同比增(zeng)長5.2%;實現利(li)潤(run)總額1.3萬(wan)億元,同比增(zeng)長3.8%。中央(yang)企(qi)業工會工作(zuo)(zuo)堅(jian)持圍繞中心,服(fu)務大局,進一步提(ti)升貢(gong)獻(xian)(xian)力(li)(li)、凝聚力(li)(li)和影(ying)響力(li)(li),各項工作(zuo)(zuo)有(you)了(le)新的進展(zhan)。 (一(yi))大力加強企業民(min)主管(guan)理,完善公司治理結構。 中央企(qi)(qi)業(ye)(ye)(ye)積極(ji)推進以(yi)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)代(dai)會(hui)制(zhi)度(du)(du)、職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)董(dong)事(shi)(shi)監事(shi)(shi)制(zhi)度(du)(du)、廠務(wu)公(gong)(gong)開制(zhi)度(du)(du)為(wei)主(zhu)(zhu)要(yao)內容的(de)企(qi)(qi)業(ye)(ye)(ye)民(min)(min)(min)主(zhu)(zhu)管(guan)(guan)(guan)(guan)理(li)(li)(li)體(ti)(ti)系(xi),進一步保障職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)民(min)(min)(min)主(zhu)(zhu)權利,完(wan)善公(gong)(gong)司(si)治理(li)(li)(li)結(jie)構(gou)(gou)。目(mu)前,79家(jia)中央企(qi)(qi)業(ye)(ye)(ye)建(jian)(jian)立(li)了集團(tuan)(tuan)(tuan)公(gong)(gong)司(si)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)代(dai)會(hui),建(jian)(jian)制(zhi)率為(wei)69.9%,32家(jia)中央企(qi)(qi)業(ye)(ye)(ye)設立(li)了職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)董(dong)事(shi)(shi),二級企(qi)(qi)業(ye)(ye)(ye)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)代(dai)會(hui)建(jian)(jian)制(zhi)率超過(guo)(guo)98%。中航工(gong)(gong)(gong)業(ye)(ye)(ye)搭建(jian)(jian)三級職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)代(dai)會(hui)運行架構(gou)(gou),以(yi)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)代(dai)表參與(yu)管(guan)(guan)(guan)(guan)理(li)(li)(li)、職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)自(zi)主(zhu)(zhu)參與(yu)管(guan)(guan)(guan)(guan)理(li)(li)(li)為(wei)主(zhu)(zhu)體(ti)(ti),以(yi)組織(zhi)保障、制(zhi)度(du)(du)保障和文化(hua)保障為(wei)體(ti)(ti)制(zhi)基礎(chu),以(yi)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)代(dai)會(hui)、平等協(xie)商集體(ti)(ti)合同、職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)董(dong)事(shi)(shi)監事(shi)(shi)制(zhi)度(du)(du)、廠務(wu)公(gong)(gong)開、班組民(min)(min)(min)主(zhu)(zhu)管(guan)(guan)(guan)(guan)理(li)(li)(li)和合理(li)(li)(li)化(hua)建(jian)(jian)議為(wei)重要(yao)途(tu)徑,確保職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)代(dai)會(hui)制(zhi)度(du)(du)全方位(wei)、全過(guo)(guo)程與(yu)企(qi)(qi)業(ye)(ye)(ye)管(guan)(guan)(guan)(guan)理(li)(li)(li)有效銜(xian)接(jie)。國(guo)(guo)家(jia)電網開展《職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)民(min)(min)(min)主(zhu)(zhu)管(guan)(guan)(guan)(guan)理(li)(li)(li)綱要(yao)》規范(fan)化(hua)試(shi)點,推動企(qi)(qi)業(ye)(ye)(ye)依法(fa)民(min)(min)(min)主(zhu)(zhu)科學決策,全面服務(wu)公(gong)(gong)司(si)人力(li)資源、財務(wu)、物資集約(yue)化(hua)管(guan)(guan)(guan)(guan)理(li)(li)(li)和大(da)規劃、大(da)建(jian)(jian)設、大(da)運行、大(da)檢修、大(da)營(ying)銷體(ti)(ti)系(xi)。南(nan)方電網將ISO9000質量管(guan)(guan)(guan)(guan)理(li)(li)(li)體(ti)(ti)系(xi)認證(zheng)引入民(min)(min)(min)主(zhu)(zhu)管(guan)(guan)(guan)(guan)理(li)(li)(li)工(gong)(gong)(gong)作(zuo),全面推行廠務(wu)公(gong)(gong)開貫標達標工(gong)(gong)(gong)作(zuo)。中國(guo)(guo)華能黨組印發《民(min)(min)(min)主(zhu)(zhu)管(guan)(guan)(guan)(guan)理(li)(li)(li)績(ji)效考核辦法(fa)》,將民(min)(min)(min)主(zhu)(zhu)管(guan)(guan)(guan)(guan)理(li)(li)(li)工(gong)(gong)(gong)作(zuo)成效與(yu)各單位(wei)績(ji)效考核掛(gua)鉤(gou)。中遠(yuan)集團(tuan)(tuan)(tuan)探索成立(li)了職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)董(dong)事(shi)(shi)咨詢委員會(hui),把(ba)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)群眾中的(de)專(zhuan)家(jia)人才匯(hui)聚起來,為(wei)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)董(dong)事(shi)(shi)履職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)提供智力(li)支撐。中糧(liang)集團(tuan)(tuan)(tuan)以(yi)提升產品力(li)為(wei)主(zhu)(zhu)題廣泛征集職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)代(dai)表提案,促進“全產業(ye)(ye)(ye)鏈”發展。中國(guo)(guo)航油采取網絡投(tou)票的(de)方式(shi)選舉產生職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)監事(shi)(shi),吸引更多職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)參與(yu)企(qi)(qi)業(ye)(ye)(ye)民(min)(min)(min)主(zhu)(zhu)管(guan)(guan)(guan)(guan)理(li)(li)(li)。中國(guo)(guo)大(da)唐、國(guo)(guo)藥集團(tuan)(tuan)(tuan)、華孚集團(tuan)(tuan)(tuan)深入推進廠務(wu)公(gong)(gong)開,確保廠務(wu)公(gong)(gong)開組織(zhi)到位(wei)、形(xing)式(shi)到位(wei)、內容到位(wei)。 (二)深入實施職工(gong)素質工(gong)程(cheng),服(fu)務職工(gong)成長(chang)成才。 中(zhong)(zhong)(zhong)(zhong)(zhong)央(yang)企業(ye)(ye)(ye)以(yi)勞(lao)(lao)(lao)模(mo)選樹為(wei)導向、以(yi)技(ji)(ji)(ji)能(neng)(neng)大(da)賽(sai)(sai)為(wei)載體(ti)、以(yi)崗位建(jian)(jian)功(gong)為(wei)平(ping)(ping)臺,著力(li)激(ji)發(fa)(fa)職(zhi)(zhi)工(gong)(gong)(gong)(gong)創(chuang)造活力(li),促(cu)進(jin)職(zhi)(zhi)工(gong)(gong)(gong)(gong)成(cheng)長成(cheng)才(cai)。2013年4月28日,習近平(ping)(ping)總(zong)書(shu)記同全(quan)(quan)國(guo)(guo)(guo)(guo)(guo)勞(lao)(lao)(lao)動(dong)(dong)(dong)模(mo)范(fan)代(dai)表(biao)座談(tan)并發(fa)(fa)表(biao)重(zhong)要講話,9名發(fa)(fa)言代(dai)表(biao)中(zhong)(zhong)(zhong)(zhong)(zhong),有(you)(you)5名是來自于(yu)中(zhong)(zhong)(zhong)(zhong)(zhong)央(yang)企業(ye)(ye)(ye)的(de)一(yi)線職(zhi)(zhi)工(gong)(gong)(gong)(gong)。人(ren)(ren)(ren)社(she)部、國(guo)(guo)(guo)(guo)(guo)資委評選表(biao)彰了(le)(le)497個“中(zhong)(zhong)(zhong)(zhong)(zhong)央(yang)企業(ye)(ye)(ye)先(xian)(xian)進(jin)集(ji)體(ti)”和(he)796名“中(zhong)(zhong)(zhong)(zhong)(zhong)央(yang)企業(ye)(ye)(ye)勞(lao)(lao)(lao)動(dong)(dong)(dong)模(mo)范(fan)”。組織舉辦了(le)(le)中(zhong)(zhong)(zhong)(zhong)(zhong)央(yang)企業(ye)(ye)(ye)職(zhi)(zhi)工(gong)(gong)(gong)(gong)財(cai)會職(zhi)(zhi)業(ye)(ye)(ye)技(ji)(ji)(ji)能(neng)(neng)大(da)賽(sai)(sai)、建(jian)(jian)筑材料試驗(yan)工(gong)(gong)(gong)(gong)職(zhi)(zhi)業(ye)(ye)(ye)技(ji)(ji)(ji)能(neng)(neng)大(da)賽(sai)(sai)和(he)中(zhong)(zhong)(zhong)(zhong)(zhong)美國(guo)(guo)(guo)(guo)(guo)際數控機床技(ji)(ji)(ji)能(neng)(neng)大(da)賽(sai)(sai),促(cu)進(jin)了(le)(le)中(zhong)(zhong)(zhong)(zhong)(zhong)央(yang)企業(ye)(ye)(ye)技(ji)(ji)(ji)能(neng)(neng)人(ren)(ren)(ren)才(cai)隊伍建(jian)(jian)設。航(hang)天科(ke)工(gong)(gong)(gong)(gong)將勞(lao)(lao)(lao)動(dong)(dong)(dong)競賽(sai)(sai)與科(ke)研任(ren)(ren)務(wu)同布置、同考核、同獎懲,促(cu)進(jin)了(le)(le)重(zhong)點型(xing)(xing)號(hao)任(ren)(ren)務(wu)圓滿完成(cheng)。兵器工(gong)(gong)(gong)(gong)業(ye)(ye)(ye)集(ji)團(tuan)圍繞精(jing)益管理戰略開展合理化建(jian)(jian)議活動(dong)(dong)(dong),全(quan)(quan)系統(tong)提出合理化建(jian)(jian)議56萬(wan)條,職(zhi)(zhi)工(gong)(gong)(gong)(gong)參與率超過84%,節(jie)創(chuang)價(jia)值(zhi)5.7億元。中(zhong)(zhong)(zhong)(zhong)(zhong)國(guo)(guo)(guo)(guo)(guo)石油深入開展“建(jian)(jian)西部大(da)慶,創(chuang)和(he)諧典范(fan)”全(quan)(quan)國(guo)(guo)(guo)(guo)(guo)重(zhong)點工(gong)(gong)(gong)(gong)程示(shi)范(fan)性(xing)(xing)勞(lao)(lao)(lao)動(dong)(dong)(dong)競賽(sai)(sai),為(wei)長慶油田如(ru)期(qi)建(jian)(jian)成(cheng)“西部大(da)慶”發(fa)(fa)揮了(le)(le)積(ji)極作(zuo)(zuo)用(yong)。神華集(ji)團(tuan)建(jian)(jian)設職(zhi)(zhi)工(gong)(gong)(gong)(gong)創(chuang)新(xin)(xin)成(cheng)果網絡展覽館(guan),推(tui)動(dong)(dong)(dong)職(zhi)(zhi)工(gong)(gong)(gong)(gong)創(chuang)新(xin)(xin)成(cheng)果橫向交流和(he)推(tui)廣應用(yong)。鞍鋼工(gong)(gong)(gong)(gong)人(ren)(ren)(ren)創(chuang)新(xin)(xin)成(cheng)果榮(rong)獲國(guo)(guo)(guo)(guo)(guo)家科(ke)技(ji)(ji)(ji)進(jin)步(bu)二等獎。寶(bao)鋼持續打造藍領創(chuang)新(xin)(xin)品牌(pai),啟動(dong)(dong)(dong)職(zhi)(zhi)工(gong)(gong)(gong)(gong)創(chuang)新(xin)(xin)工(gong)(gong)(gong)(gong)作(zuo)(zuo)室三年行動(dong)(dong)(dong)計劃(hua),建(jian)(jian)設多個國(guo)(guo)(guo)(guo)(guo)家級、市級技(ji)(ji)(ji)能(neng)(neng)大(da)師(shi)工(gong)(gong)(gong)(gong)作(zuo)(zuo)室。武鋼開展全(quan)(quan)員自主(zhu)創(chuang)新(xin)(xin)電(dian)視宣講活動(dong)(dong)(dong),用(yong)身邊事例(li)激(ji)勵職(zhi)(zhi)工(gong)(gong)(gong)(gong)辛勤勞(lao)(lao)(lao)動(dong)(dong)(dong)、誠(cheng)實(shi)勞(lao)(lao)(lao)動(dong)(dong)(dong)、創(chuang)造性(xing)(xing)勞(lao)(lao)(lao)動(dong)(dong)(dong)。一(yi)汽集(ji)團(tuan)認真總(zong)結勞(lao)(lao)(lao)模(mo)在技(ji)(ji)(ji)術改造、技(ji)(ji)(ji)術攻關實(shi)踐(jian)中(zhong)(zhong)(zhong)(zhong)(zhong)創(chuang)造的(de)絕(jue)活、絕(jue)技(ji)(ji)(ji),出版“勞(lao)(lao)(lao)模(mo)技(ji)(ji)(ji)術成(cheng)果轉化專(zhuan)著”系列叢書(shu)。中(zhong)(zhong)(zhong)(zhong)(zhong)國(guo)(guo)(guo)(guo)(guo)節(jie)能(neng)(neng)職(zhi)(zhi)工(gong)(gong)(gong)(gong)技(ji)(ji)(ji)術創(chuang)新(xin)(xin)成(cheng)果累計申請(qing)專(zhuan)利591項,形成(cheng)技(ji)(ji)(ji)術秘密和(he)先(xian)(xian)進(jin)操作(zuo)(zuo)法(fa)571項。中(zhong)(zhong)(zhong)(zhong)(zhong)國(guo)(guo)(guo)(guo)(guo)北車對在職(zhi)(zhi)全(quan)(quan)國(guo)(guo)(guo)(guo)(guo)勞(lao)(lao)(lao)模(mo)實(shi)施(shi)股(gu)權激(ji)勵計劃(hua),進(jin)一(yi)步(bu)體(ti)現對勞(lao)(lao)(lao)模(mo)的(de)尊(zun)重(zhong)和(he)褒(bao)獎。中(zhong)(zhong)(zhong)(zhong)(zhong)國(guo)(guo)(guo)(guo)(guo)電(dian)建(jian)(jian)實(shi)施(shi)高(gao)技(ji)(ji)(ji)能(neng)(neng)人(ren)(ren)(ren)才(cai)成(cheng)長工(gong)(gong)(gong)(gong)程,全(quan)(quan)年有(you)(you)229人(ren)(ren)(ren)晉升(sheng)為(wei)高(gao)級技(ji)(ji)(ji)師(shi),697人(ren)(ren)(ren)晉升(sheng)為(wei)技(ji)(ji)(ji)師(shi),2514人(ren)(ren)(ren)晉升(sheng)為(wei)高(gao)級工(gong)(gong)(gong)(gong)。中(zhong)(zhong)(zhong)(zhong)(zhong)國(guo)(guo)(guo)(guo)(guo)能(neng)(neng)建(jian)(jian)發(fa)(fa)布《職(zhi)(zhi)工(gong)(gong)(gong)(gong)發(fa)(fa)展報告(gao)》,著力(li)加(jia)強職(zhi)(zhi)工(gong)(gong)(gong)(gong)隊伍建(jian)(jian)設,推(tui)出了(le)(le)一(yi)線焊工(gong)(gong)(gong)(gong)賈向東(dong)這一(yi)全(quan)(quan)國(guo)(guo)(guo)(guo)(guo)重(zhong)大(da)先(xian)(xian)進(jin)典型(xing)(xing)。中(zhong)(zhong)(zhong)(zhong)(zhong)鋁公(gong)司、中(zhong)(zhong)(zhong)(zhong)(zhong)儲糧、中(zhong)(zhong)(zhong)(zhong)(zhong)國(guo)(guo)(guo)(guo)(guo)航(hang)信(xin)分別舉辦行業(ye)(ye)(ye)性(xing)(xing)全(quan)(quan)國(guo)(guo)(guo)(gu (三)切實提升班組建設水(shui)平,夯實企業基層管理(li)。 同時,我們也要清醒地看(kan)到存在(zai)的(de)問(wen)題(ti)和不足。一(yi)是部分(fen)企(qi)業還(huan)沒有建立集團工(gong)會和職代會;二是工(gong)會工(gong)作改革創新(xin)不夠(gou)(gou),與新(xin)形(xing)勢新(xin)任(ren)務還(huan)存在(zai)不相(xiang)適應的(de)地方(fang);三是有的(de)企(qi)業對(dui)工(gong)會工(gong)作重視不夠(gou)(gou)、支持不力,工(gong)會的(de)地位(wei)作用(yong)有一(yi)定程度(du)的(de)弱化。我們要高度(du)重視這些問(wen)題(ti),采取針對(dui)性措施,切實加以解決(jue)。 二(er)、中央企(qi)業工(gong)會工(gong)作面臨的形(xing)勢(shi)和任(ren)務 當前,國資國企改革發展進入(ru)新的關鍵階(jie)段(duan),探索性、挑(tiao)戰性、風險性明(ming)顯增強,為工會工作(zuo)提供(gong)了廣(guang)闊的實踐舞(wu)臺。中(zhong)央企業工會工作(zuo)面(mian)臨著新的形勢,肩負著新的使命。 (一)適應(ying)黨對工會工作的新要求,牢(lao)牢(lao)把握(wo)正確政治(zhi)方(fang)向。 三、2014年中央企業工(gong)會工(gong)作重點任務
