經濟日報:中國中鐵農民工“五同”管理見成效
記者(zhe)見到在中國中鐵航空港工(gong)(gong)(gong)作的(de)(de)(de)農民(min)工(gong)(gong)(gong)李騰(teng)飛時,他剛結束一(yi)上(shang)午的(de)(de)(de)工(gong)(gong)(gong)作,和工(gong)(gong)(gong)友們(men)一(yi)起去工(gong)(gong)(gong)地食堂打飯(fan)。記者(zhe)打聽才得知,一(yi)起的(de)(de)(de)工(gong)(gong)(gong)友們(men)有(you)的(de)(de)(de)是(shi)正式員工(gong)(gong)(gong),有(you)的(de)(de)(de)是(shi)農民(min)工(gong)(gong)(gong),但他們(men)的(de)(de)(de)工(gong)(gong)(gong)裝、工(gong)(gong)(gong)作內容都一(yi)樣,連吃(chi)的(de)(de)(de)飯(fan)拿(na)的(de)(de)(de)飯(fan)盒都是(shi)一(yi)樣的(de)(de)(de)。
李騰飛告訴(su)記者,這是大家外在(zai)能看到的(de),看不到的(de)東西大家也都(dou)一樣(yang):比(bi)如工資、宿舍條件、享(xiang)受的(de)文化設施、培訓(xun)等(deng)等(deng)。
今年24歲的(de)李騰飛2010年4月(yue)份來到(dao)(dao)北京(jing)地鐵十號(hao)線二(er)期慈壽寺站項(xiang)目,從(cong)普通工(gong)人開始做起,到(dao)(dao)現在(zai)已經當上了安(an)全管理員。因(yin)為實行了同工(gong)同酬,他(ta)每月(yue)工(gong)資也漲(zhang)到(dao)(dao)4000多元(yuan)。
年輕的李騰飛覺得(de),進(jin)城務工(gong)(gong)待遇能(neng)和(he)正(zheng)式職(zhi)工(gong)(gong)一樣,真的挺好(hao)。而在中國中鐵(tie)工(gong)(gong)作了(le)25年的巨曉(xiao)林(lin),感觸(chu)則更深。
巨曉(xiao)林(lin)是(shi)中國中鐵(tie)電氣化(hua)局(ju)一(yi)公司工(gong)人,25年前(qian)從陜西岐山縣(xian)進城當(dang)了一(yi)名接觸(chu)網(wang)工(gong),參與(yu)了大秦鐵(tie)路(lu)、京滬鐵(tie)路(lu)等十幾條國家(jia)重點電氣化(hua)鐵(tie)路(lu)工(gong)程的施工(gong)。
他清(qing)楚地記得,25年(nian)(nian)前他只能(neng)拿(na)(na)到(dao)正式職(zhi)工(gong)(gong)工(gong)(gong)資的(de)一半,“工(gong)(gong)作第(di)一個月(yue),工(gong)(gong)資加獎金,我拿(na)(na)到(dao)了33塊6毛,現在我不僅可(ke)以拿(na)(na)到(dao)和正式職(zhi)工(gong)(gong)一樣的(de)工(gong)(gong)資,而且還有(you)了和正式職(zhi)工(gong)(gong)一樣的(de)醫療保(bao)險、工(gong)(gong)傷保(bao)險,養(yang)老(lao)保(bao)險,一年(nian)(nian)還有(you)1到(dao)2個月(yue)的(de)休假,往返車(che)票單位也會(hui)全(quan)額報銷”。
這個轉變,就是中國中鐵采取農民(min)工“五(wu)同”管(guan)理后(hou)最顯著的變化。
在中(zhong)國(guo)中(zhong)鐵(tie)股份有(you)限(xian)公(gong)司(si),約有(you)180萬(wan)像李騰飛(fei)這樣(yang)的(de)農民(min)工(gong)(gong)。加上中(zhong)鐵(tie)自有(you)正式職工(gong)(gong)約30萬(wan)人,平均一名正式職工(gong)(gong)要(yao)與6名農民(min)工(gong)(gong)一起(qi)工(gong)(gong)作、學習。就拿(na)李騰飛(fei)所(suo)在的(de)慈壽寺站(zhan)項(xiang)目來說,該站(zhan)是(shi)十號線二(er)期工(gong)(gong)程在建(jian)的(de)最大換乘站(zhan),總(zong)面積超過5萬(wan)平方米(mi)。在施(shi)工(gong)(gong)高峰期,約有(you)1200人同(tong)時施(shi)工(gong)(gong)。
如何確保這么龐(pang)大(da)的(de)(de)(de)農(nong)(nong)民(min)(min)(min)(min)(min)(min)(min)(min)工(gong)(gong)(gong)(gong)(gong)(gong)隊伍穩定,提(ti)高他們的(de)(de)(de)素質水平,就成為工(gong)(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)的(de)(de)(de)關鍵所(suo)在。近年來(lai),中國(guo)中鐵大(da)力(li)創(chuang)新農(nong)(nong)民(min)(min)(min)(min)(min)(min)(min)(min)工(gong)(gong)(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo),深入推(tui)進農(nong)(nong)民(min)(min)(min)(min)(min)(min)(min)(min)工(gong)(gong)(gong)(gong)(gong)(gong)與職(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)同(tong)(tong)(tong)學習、同(tong)(tong)(tong)勞動、同(tong)(tong)(tong)管(guan)理(li)、同(tong)(tong)(tong)生活、同(tong)(tong)(tong)報酬的(de)(de)(de)“五(wu)同(tong)(tong)(tong)”管(guan)理(li),促進了農(nong)(nong)民(min)(min)(min)(min)(min)(min)(min)(min)工(gong)(gong)(gong)(gong)(gong)(gong)與企業共同(tong)(tong)(tong)發展(zhan)。 要(yao)做到“五(wu)同(tong)(tong)(tong)”,首先是(shi)要(yao)思(si)(si)想(xiang)上消除對農(nong)(nong)民(min)(min)(min)(min)(min)(min)(min)(min)工(gong)(gong)(gong)(gong)(gong)(gong)的(de)(de)(de)舊觀(guan)(guan)(guan)(guan)念(nian)。近年來(lai),中國(guo)中鐵在全公司廣泛(fan)開展(zhan)了“五(wu)破五(wu)立”:即破除農(nong)(nong)民(min)(min)(min)(min)(min)(min)(min)(min)工(gong)(gong)(gong)(gong)(gong)(gong)是(shi)“打工(gong)(gong)(gong)(gong)(gong)(gong)仔(zi)”的(de)(de)(de)舊思(si)(si)想(xiang),樹立農(nong)(nong)民(min)(min)(min)(min)(min)(min)(min)(min)工(gong)(gong)(gong)(gong)(gong)(gong)是(shi)工(gong)(gong)(gong)(gong)(gong)(gong)人(ren)階(jie)級新成員的(de)(de)(de)新觀(guan)(guan)(guan)(guan)念(nian);破除農(nong)(nong)民(min)(min)(min)(min)(min)(min)(min)(min)工(gong)(gong)(gong)(gong)(gong)(gong)是(shi)“附屬勞動力(li)”的(de)(de)(de)舊思(si)(si)想(xiang),樹立農(nong)(nong)民(min)(min)(min)(min)(min)(min)(min)(min)工(gong)(gong)(gong)(gong)(gong)(gong)是(shi)企業財富共同(tong)(tong)(tong)創(chuang)造者的(de)(de)(de)新觀(guan)(guan)(guan)(guan)念(nian);破除維護(hu)農(nong)(nong)民(min)(min)(min)(min)(min)(min)(min)(min)工(gong)(gong)(gong)(gong)(gong)(gong)權(quan)益是(shi)“照顧”的(de)(de)(de)舊思(si)(si)想(xiang),樹立維護(hu)農(nong)(nong)民(min)(min)(min)(min)(min)(min)(min)(min)工(gong)(gong)(gong)(gong)(gong)(gong)權(quan)益是(shi)依法辦事的(de)(de)(de)新觀(guan)(guan)(guan)(guan)念(nian);破除農(nong)(nong)民(min)(min)(min)(min)(min)(min)(min)(min)工(gong)(gong)(gong)(gong)(gong)(gong)是(shi)“臨時(shi)工(gong)(gong)(gong)(gong)(gong)(gong)”的(de)(de)(de)舊思(si)(si)想(xiang),樹立農(nong)(nong)民(min)(min)(min)(min)(min)(min)(min)(min)工(gong)(gong)(gong)(gong)(gong)(gong)和職(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)是(shi)一家人(ren)的(de)(de)(de)新觀(guan)(guan)(guan)(guan)念(nian);破除保障(zhang)農(nong)(nong)民(min)(min)(min)(min)(min)(min)(min)(min)工(gong)(gong)(gong)(gong)(gong)(gong)權(quan)益“無關緊要(yao)”的(de)(de)(de)舊思(si)(si)想(xiang),樹立依法保障(zhang)農(nong)(nong)民(min)(min)(min)(min)(min)(min)(min)(min)工(gong)(gong)(gong)(gong)(gong)(gong)權(quan)益關系企業發展(zhan)穩定大(da)局的(de)(de)(de)新觀(guan)(guan)(guan)(guan)念(nian)。
經過(guo)幾年的努(nu)力,現在(zai)新觀念在(zai)公司內部已經深入人(ren)心。“我(wo)感覺(jue)不到和(he)正式職工有任何(he)差別。”李騰(teng)飛說。
在思想上轉變之后,公司處(chu)處(chu)都關心農(nong)(nong)(nong)民工(gong)(gong)的(de)(de)成(cheng)長(chang)和生(sheng)活,成(cheng)立了農(nong)(nong)(nong)民工(gong)(gong)工(gong)(gong)作領導小組,制(zhi)定并認(ren)真實施《關于加(jia)強農(nong)(nong)(nong)民工(gong)(gong)工(gong)(gong)作的(de)(de)指導意(yi)見(jian)》、《開展創建勞動關系和諧(xie)企(qi)業(ye)的(de)(de)意(yi)見(jian)》、《認(ren)真做好(hao)維(wei)護農(nong)(nong)(nong)民工(gong)(gong)合法(fa)權益工(gong)(gong)作的(de)(de)意(yi)見(jian)》,推動農(nong)(nong)(nong)民工(gong)(gong)和職(zhi)工(gong)(gong)同工(gong)(gong)同酬、享受(shou)同等的(de)(de)待(dai)(dai)遇。同時(shi),中國中鐵積極推動農(nong)(nong)(nong)民工(gong)(gong)享有與職(zhi)工(gong)(gong)平等的(de)(de)政治待(dai)(dai)遇,先后有8萬余名農(nong)(nong)(nong)民工(gong)(gong)加(jia)入工(gong)(gong)會組織,370多人(ren)(ren)被(bei)選(xuan)為(wei)各級職(zhi)代會代表,2人(ren)(ren)當選(xuan)為(wei)中國工(gong)(gong)會十(shi)五大(da)代表,15000多人(ren)(ren)被(bei)提(ti)拔到生(sheng)產管理和技(ji)(ji)術(shu)崗位,三(san)年多來,有960多名技(ji)(ji)術(shu)能力和綜合素質優秀的(de)(de)農(nong)(nong)(nong)民工(gong)(gong)被(bei)轉為(wei)企(qi)業(ye)正式職(zhi)工(gong)(gong)。
此外(wai),中國(guo)中鐵(tie)(tie)還為農(nong)(nong)(nong)民工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)開(kai)展(zhan)形式(shi)多樣(yang)的(de)職業技(ji)(ji)術(shu)教育培訓(xun),提高農(nong)(nong)(nong)民工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)的(de)勞(lao)動(dong)技(ji)(ji)能,增強(qiang)農(nong)(nong)(nong)民工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)適應崗(gang)位的(de)能力(li)。他們在(zai)全(quan)公(gong)(gong)司(si)廣(guang)泛開(kai)展(zhan)了“創建(jian)學(xue)習型組織(zhi),爭(zheng)當(dang)(dang)知識型員工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)”活動(dong),制定了農(nong)(nong)(nong)民工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)培訓(xun)管(guan)理規劃,在(zai)全(quan)公(gong)(gong)司(si)10000多個工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)項目部配備了標準(zhun)化的(de)農(nong)(nong)(nong)民工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)學(xue)習設(she)施(shi),目前全(quan)公(gong)(gong)司(si)農(nong)(nong)(nong)民工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)崗(gang)前培訓(xun)率(lv)100%,特殊工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)種持證上(shang)崗(gang)率(lv)100%。全(quan)公(gong)(gong)司(si)先后有(you)3600多名農(nong)(nong)(nong)民工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)被(bei)評為省級以上(shang)先進,3人(ren)被(bei)評為全(quan)國(guo)優秀農(nong)(nong)(nong)民工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong),2人(ren)榮(rong)獲全(quan)國(guo)五(wu)一勞(lao)動(dong)獎章,3人(ren)當(dang)(dang)選(xuan)全(quan)國(guo)勞(lao)模。特別是(shi)巨(ju)曉林,23年來先后參加12條國(guo)家(jia)重(zhong)點鐵(tie)(tie)路工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)建(jian)設(she),研發革新(xin)43項工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)藝工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)法,他編寫的(de)《接(jie)觸網施(shi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)經(jing)驗(yan)和方法》成為鐵(tie)(tie)路電氣化施(shi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)的(de)教科書,創造直接(jie)經(jing)濟(ji)效益600多萬(wan)元(yuan)。
“五同(tong)”管(guan)理的(de)扎實(shi)推(tui)進(jin),既惠(hui)及了180萬(wan)名(ming)(ming)農(nong)(nong)民(min)工(gong)及其家(jia)庭的(de)幸福,也(ye)激發(fa)了包括農(nong)(nong)民(min)工(gong)在(zai)(zai)內(nei)的(de)廣大(da)員(yuan)工(gong)的(de)積極(ji)性、主(zhu)動(dong)性和創造性,增強了企(qi)(qi)業的(de)凝聚力、向心力和戰(zhan)斗(dou)力,推(tui)動(dong)中(zhong)國(guo)(guo)(guo)中(zhong)鐵(tie)企(qi)(qi)業規模不斷(duan)擴大(da),2011年在(zai)(zai)ENR全球最大(da)承包商排(pai)名(ming)(ming)第1位,在(zai)(zai)世界企(qi)(qi)業500強排(pai)名(ming)(ming)第95位,在(zai)(zai)中(zhong)國(guo)(guo)(guo)企(qi)(qi)業500強排(pai)名(ming)(ming)第6位,在(zai)(zai)中(zhong)央(yang)企(qi)(qi)業排(pai)名(ming)(ming)第5位。中(zhong)國(guo)(guo)(guo)中(zhong)鐵(tie)還被(bei)授予“全國(guo)(guo)(guo)農(nong)(nong)民(min)工(gong)工(gong)作先進(jin)集(ji)體”。“五同(tong)”管(guan)理的(de)做法也(ye)被(bei)國(guo)(guo)(guo)資委評為“中(zhong)央(yang)企(qi)(qi)業優秀社(she)會(hui)責(ze)任實(shi)踐(jian)”。
中國中鐵航空港集團北京公司董事長于慶濤說:“如今,農民工已是我們企業的重要組成部分,以前農民工離不開企業,現在是企業離不開農民工,我們是魚水關系,不能分離。”
